Process

In May of 2022, discussions began with the Public Works Committee, Village Engineers and Village Financial Advisors on how to start addressing infrastructure maintenance in the Village of Campbellsport. The collaboration between these stakeholders, and village staff, led to the creation of a 10-year plan to begin upgrading some of the roadways and infrastructure in Campbellsport that needed it the most. 

In September of 2022, a roadways plan was approved by the village board, and staff was given the direction to begin implementation. There is ongoing capital improvement planning for some of the village's other aging infrastructure as well with the same stakeholders listed above which will be given to the Public Works Committee and Village Board for consideration. 

Implementation

Village staff has been directed by the Village Board to begin coordination with Village Engineer's and Financial Advisors to begin implementation in 2023. Beginning in 2023, 3 resurfacings will take place: Frances Ave, N Helena (Mill to Main), and S Helena (Windell to Paul). Staff has also been directed to replace the Barton Rd Lift Station and have coordinated to do so. These projects will be going out to bid in April 2023, and construction will start in the summer of 2023. Further communication of exact dates will be given to residents when it is available. 

How Many Projects Have Been Chosen?

Fifteen roadways have been identified under the current roadway plan. All projects are subject to availability of funding and dependent on the changing needs of the village.

How Were These Projects Chosen? 

The road projects were chosen off the following criteria:

    • WI Department of Transportation Rating
      • Every two years, the Department of Public works is required to submit to the WI Department of Transportation ratings for the quality of individual sections of roadways. It is these reported ratings that were used as a portion of how to begin addressing our needs. 
    • Maintaining a mill rate for the Village of Campbellsport
      • The Village of Campbellsport has seen its availability to issue new debt for infrastructure projects increase, while paying down significant portions of previous debt, along with the village mill rate decreasing over the past few years to a point where the village board, staff and financial advisors feel comfortable making these much-needed investments in our community. 
    • Grant Eligibility and Availability 
      • As part of the funding possibilities, the village is looking into grants for projects. Not all roadways qualify for grant applications, and application periods vary. These grants and programs include CDBG (Community Development Block Grants), Clean Water Fund and Safe Drinking Water Fund. 

Special Assessments

Special assessment ability is given to each Wisconsin municipality under Wisconsin State Statute 66.0703 (LINKED HERE). Properties that are special assessed for work usually are provided with several options by the Village of Campbellsport for payment including, but not limited to: grants from the sewer lateral replacement program, multi-year payment plans, etc. Special assessments occur primarily on TOTAL RECONSTRUCTIONS of roadways, and not resurfacings.
